Youth who are adopted after the age of 16 with DHHR or placed in legal guardianship after the age of 16 with DHHR and ready to start school at a WV college or university may qualify for:
Education and Training Voucher funds (up to $5,000/school year) until they complete their first certificate or bachelor’s degree, receive 5 years of funding, or turn the age of 26.
Youth who age out of foster care placement and are ready to attend at a WV college or university may qualify for:
- Foster Care Tuition Waiver for up to 4 years
- Education and Training Voucher Funds (up to $5,000/school year) until they complete their first certificate or bachelor’s degree, receive 5 years of funding, or turn the age of 26.
- Youth can apply up to the age of 25 to receive services until the age of 26
- Independent Living startup funds and subsidies available for dorm and apartment living - these services end at the age of 23
All current and former foster youth are invited to participate in West Virginia Foster Advocacy Movement, sponsored by the MODIFY program (enrollment not required).
**Former foster youth may qualify for West Virginia Medicaid up to the age of 26 under provisions of the Affordable Care Act.**
Fall Semester Enrollment
- Referral Deadline: June 1
- All paperwork in: July 1
Spring Semester Enrollment
- Referral Deadline: Oct. 1
- All paperwork in: Nov. 1
Summer Session Enrollment
- Referral Deadline: Mar. 1
- All paperwork in: Apr. 1
Maintaining Eligibility:
- Complete 80 percent of your coursework
- Maintain a 2.0 GPA
- Maintain FAFSA eligibility through the school
- Verification of enrollment, tuition, fees, and midterm and final grades via completed proxy or signed FERPA consent
- Maintain monthly contact with your worker via emails, texts, calls or visits
- Submit your Budget/Productivity Form monthly
- Be engaged in at least 40 hours per week of productive activity related to transition
Making a Referral:
- Apply within six months of high school graduation or obtaining a high school equivalency
- Apply up to the age of 26
